As Dr. Wittman approaches this text, we want to remember that the first recipients of this letter were being persecuted. If the enemies of the church can silence the pastors, they hope to be able to scatter the sheep. So this passage urges the pastors to fulfill their responsibilities in accordance with God's word. And ultimately, his message applies to all who are servants of the Lord.
