Historically we are living in the dispensation of Grace. Anyone, anywhere can be forgiven of all sin because of the atoning death of Jesus Christ. Ephesians 2:8 says "for by grace you  have been saved through faith, and that not of yourselves; it is the gift of God, not of works, lest anyone should boast."
