People are qualified for liberty in proportion to their willingness to place chains on their own hearts, said Edmund Burke. A person without God’s fear—or reverence—in his heart requires external restraint. People with internal controls are truly free. When choices come to disobey and rebel or turn toward God, they can be counted on to walk the Lord’s way. He doesn’t turn away from His covenant people, and God “wires” them so they won’t turn away from Him.
