Throughout the Scriptures, water is used to symbolize the Holy Spirit. Flowing water refers to the moving of the Spirit. So in Ezekiel chapter 47, when the prophet is taken ankle-deep into the water, then to his knees, his waist, and then so deep he's swimming, well, it's an amazing picture.
