Jesus exposes the hypocrisy of the Scribes and Pharisees who taught only a legalistic type righteousness. As long as you obeyed the letter of the Law, then you were okay. Jesus disagreed. There is more to it than obeying the surface letter of the Law. There is such a thing as heart obedience to the Law that is obeying the spirit of the Law. Just because you haven’t committed physical adultery with someone doesn’t mean you have obeyed the Seventh Commandment. There is more to it than a mere outward observance of its prohibition.
